What are they going to do? Put in the next batch of soon to be under $5 stocks in the QQQ?

"The new companies entering the index are expected to include several from industries such as drugs and manufacturing," They sure have a lot of pharma stocks in their now? Adding more? Maybe that means I know the next sector to go bust. And they need the QQQ to include them as a part of a hedge.

These stocks would be excellent candidates for shorting if it were not for the fact that <$5 stocks can not generally be traded on margin, which is a necessity for shorting.

Stock that trade under $5 can be shorted. The margin rule only means that you won't be able to borrow against them when you are long a stock under 5$.
When you are short a stock I'm not sure if you can borrow against the stock at all.
