I agree, but I doubt that's what they mean. First of all, they didn't do nasal swabs as individual diagnostic tools although they gave that impression at first. It was just a form of environmental sampling. Once they established that someone, anyone, in the adjoining room or floor or whatever had a spore in the nose, they didn't test everyone. It's no different than if they found a spore on your coffee table. There's no reason to continue to test the end table or the sofa. Your home is infected.

So counting the noses of individuals who tested positive for exposure is not a meaningful number. It's unlikely that that's what "needed" means in this context.
