Unless the Senator had some reason to believe that Chelsea was in Battery Park at the time, she made it up. Now, Chelsea was not living in downtown Manhattan (she is at Oxford this year), but was visiting her best friend from prep school, who lived near Union Square. If you are familiar with Union Square, there is no reason to assume that anyone would leave there to jog in Battery Park, on the other side of the Village, SoHo, and the Financial District. Indeed, it is sufficiently far away that one would likely take a cab if one wanted to jog there. Unless, then, Chelsea had said she was jogging there, which I doubt, it appears to me that the Senator made it up.......
