I was referring to Iraq and Iran's selection of weapons during their "wars," and to Iraq's use of such weapons against the Curds in northern Iraq. These behaviors force me to conclude that civilized restraint by either nation is not an option.

The preponderance of alleged evidence seems to suggest that they already possess WMD? If this is the case, the issue of support is pragmatically meaningless.

Direct acknowledgement, or proof of state sponsorship carries serous liability both within the West and traditional Islam. Therefore, I doubt there would be direct and/or acknowledgement of sponsorship - at least for now.
