If the AIDS epidemic had been addressed with the same fervor as anthrax or the potentiality of smallpox, it would be gone now, although probably with such controversial public health measures as quarantine having been taken. How many lives would have been saved over the decades, with minimal intrusion of civil rights? Oops, OT, although you brought it up in the context of South Africa, and Africa currently is being hit hard, therefore it's on topic (whew).
