James I respectfully disagree, no matter who the final say has Powell do speak out and makes recommendation in foreign policy and is perceived by other countries as the "man" doing foreign policy and representing the US stand on international issues.

His weak stand against terror encouraged OBL and Al Queda to go ahead with their plans.
