The popular vote is irrelevant, as the election-campaign time and money was aimed at the electoral vote rather than the popular vote. There is no way to know what the popular vote would have been had Bush spent more campaign resources in high population centers (NYC, Southern California, etc.) that were in states he would likely lose electorally rather than spending them in states like Tennessee that were winnable and crucial to winning the electoral vote.

Did they ever count all of the absentee ballots in the State where the vote was not close?
