This argument is similar to gun control. The only people that would comply are law abiding citizens while criminals would ignore registration just like they ignore every other law. That is why they are criminals. If this were enacted I would also be a criminal because there is no way I'm applying for a national ID and checking in with the police every time I wish to move or travel.
