British Paper: Video Proves Bin Laden Guilt

LONDON (Reuters) - A British newspaper said on Sunday that Osama bin Laden appeared to have admitted on video for the first time being behind the September 11 attacks on America.

The video had been circulating among bin Laden's followers but had not been shown on the Qatar-based television channel al-Jazeera, the Sunday Telegraph said in its front-page banner-headlined story.

It added that the footage ``to which the Sunday Telegraph obtained access in the Middle East yesterday (Saturday),'' would form the centerpiece of Britain and America's new evidence against bin Laden, to be released on Wednesday.

In the video, it said, Bin Laden referred to the twin towers of the World Trade Center as legitimate targets, said the hijackers who crashed planes into them were blessed by Allah and said the workers in the towers killed in the attacks were not civilians, the paper said.

``The Twin Towers were legitimate targets, they were supporting U.S. economic power. These events were great by all measurement. What was destroyed were not only the towers but the towers of morale in that country,'' the paper quoted bin Laden as saying.

The hijackers were ``blessed by Allah to destroy America's economic and military landmarks,'' bin Laden said.

The Sunday Telegraph said the video had been shot in the Afghan mountains at the end of October. Bin Laden also made statements that the paper said amounted to admission that he was behind the attacks.

``If avenging the killing of our people is terrorism then history should witness that we are terrorists. Yes, we kill their innocents and this is legal religiously and logically,'' said bin Laden according to the paper.

``GOOD TERRORISM''

A further statement suggested that he did not see those working in the World Trade Center as innocents.

``The towers were supposed to be filled with supporters of the economic powers of the United States who are abusing the world.

``Those who talk about civilians should change their stand and reconsider their position. We are treating them like they treated us.''

The paper also reported that bin Laden tried to make a distinction between types of terrorism. ``There are two types of terror, good and bad. What we are practicing is good terror. We will not stop killing them and whoever supports them.''

The paper also interpreted other remarks by bin Laden as a direct threat against the lives of President Bush and British Prime Minister Tony Blair.

``Bush and Blair don't understand anything but the power of force. Every time they kill us, we kill them, so the balance of terror can be achieved,'' the paper quoted bin Laden as saying before reporting the Saudi-born dissident's call to arms to fellow Muslims.

``It is the duty of every Muslim to fight. Killing Jews is top priority,'' bin Laden said in the video seen by the paper.

On Saturday the Pakistani newspaper Dawn carried an interview with bin Laden in which the head of the al-Qaeda network said he had obtained nuclear and chemical weapons which he said would act as a deterrent to U.S. attacks.

Western defense analysts have dismissed these claims as unlikely.
