That's a good question. We require children to get vaccinated to get into primary school and we do require children to go to school [or some equivelent substitute]. It might "require" legislation rather than a Presidential order, but that's not a hurdle. 3 second analysis; I don't know of anything Constitutionally that would prohibit such legislation...I don't see anyone being prosecuted for not complying either. It's like the Census, you're subject to penalities if you don't comply but no one is ever really prosecuted.....You might be able to find a case [I'm not looking], but they aren't stacked up in courts.
