Now you need to have your own fab capability. Moreover the coupling between the design and the process allows you to optimize performance.

Therefore the uncoupling of design and process does not allow you to optimize performance. So why would AMD go outside unless:

#1 AMD intends to sell so many processors that they can't meet the demand from an under utilized Dresden fab alone and even slow expensive processors from an unneeded ASIC foundry will sell to customers who don't want AMD products in the first place.

#2 UMC's .13u process is so much better than AMD's .13u disaster that it's a better choice.
