BTW, do QCOM's ipr rates apply to the prices of asics, chipsets or a subset of the chipset components? TIA.

Qualcomm's IPR covers both the ASIC and the entire CDMA subscriber unit. The royalty on the subscriber unit is generally around 5%. I havent seen much data on the ASIC royalty percentage....most of the CDMA units sold have either contained a Qualcomm ASIC or an ASIC developed in-house (Motorola, Nokia). The in-house ASIC's are not subject to royalties.
