It all sounds very technical to me. I would interpret that to mean that all the various scattered laws would one day be put into one unified document.

I have some familiarity with French law. Here's the French Constitution:

Civil rights? Not barely mentioned. There are separate statutes on rights (known as the Droits Civil), but these are not in the Constitution.

In France, police interrogations can be sort of rough, and there is no right to trial by jury. wildcat.arizona.edu
