"How many complex logic chips do either TSMC or UMC make that run at GHz frequencies?"

And that is the biggest problem with both TSMC and UMC. AFAIK, the fastest chips that either makes is VIA's processors, and they just got in the range of 1GHz. Even nVidia's chips aren't clocked all that fast, GeForce3 is still under 500MHz, isn't it? And both VIA and nVidia use TSMC.

But the difference is that UMC has licensed IBM's process for 130nm and 100nm. I doubt if AMD can do their fastest processor at UMC, but something low voltage and 1GHz+ may very well be doable. UMC's 130 micron process has a core voltage of 1.2 volts and likely can go to 1 volt or less with some tweaking. If AMD can get some chips at 1-1.2GHz and at 1-1.2 volts instead of 1.4 volts, that can cut the power consumption quite a bit.
