Well, the Clinton Administration wasn't too sharp on foreign policy, despite the hype. Clinton didn't want to touch fp for the better part of his first administration. Gore lost Russia with his playing about with Chernomyrdin and the Oligarchs. The alleged response of Gore to a CIA report alleging Chernomyrdin's theft of IMF loan funds was to scrawl "bullshit" on the report and send it back to CIA. Not exactly the response of an Administration which "consumed all the intelligence we had." More like an Administration which displayed contempt for the intelligence community.
