On another site, I found the following reference to the DOJ NIJ document. Looks as if they had input from a number of influential organizations. Surely, grants under this program should lead to an influx of orders for TVIN.

"The NIJ-funded Office of Law Enforcement Standards (OLES), at the National Institute of Standards and Technology, has taken a leading role in development of responder equipment standards. As the Executive Agent for the InterAgency Board for Equipment Standardization and Interoperability, it is responsible for coordinating the development of a set of standards for equipment to deal with incidents involving chemical and biological weapons. Collaborating with OLES on this effort is the TSWG, the National Institute for Occupational Safety and Health, the National Fire Protection Association, and other agencies, such as the Office for State and Local Domestic Preparedness Support and the FBI's National Domestic Preparedness Office. As the first step in implementing this suite of standards, NIST/OLES published the NIJ Guide for the Selection of Chemical Agent and Toxic Industrial Material Detection Equipment for Emergency First Responders."
