A point aside on this water thing. Had a brief read on Turkish POV on Euphrates water. Oil is one thing, Water is another. Oil gets used, Water is borrowed (unless a buried lake [resource] or something). Know nothing of the law, just the facts.

Mind you Turkey may have a diplomatic advantage over Iraq with respect to Western Allies support on any dispute.

Changing a water course (river) has loads of implications in my view. Welcome lawyers POV on this.
