Ahoj Linda! If there is one company which can be pursued to to do business is Embratel:

According to Purificacion Carpinteyro, vice president of external affairs and the person responsible for Embratel's local service unit, under ANATEL's rules the incumbent long-distance carrier does not qualify for such a license until it achieves its universal-access target, originally scheduled for 2003.

Brazilian law provides for a "suspensive condition," Carpinteyro explains, whereby a local license can be issued on condition that it will be automatically suspended if the licensee fails to meet its obligations in the long distance service area. This legal solution has already been used to grant long-distance licenses to new mobile operators (PCS).

Embratel plans to operate locally under its own brand name even if future regulatory provisions order it to set up a separate subsidiary for local service.

Someone -me inclusive- should approach Embartel with the proper strategy fo carck the local market. I don't think the traditonal vendors (NEC, Siemens, Ericsson will work hard on that with the prospects of alianating the local companies (Telefonica, Telemar and Brasil telecom)
