The Washington Amtrack station is an easy block's walk from the Capitol building, and the New York station is in the heart of Manhattan. It's a nice trip if you take the Acela. If he flew, he'd have to go across the river to National, go through a long security line, fly to one of the New York 'burbs, and drive in.

Before the security got tight, flying to New York from Washington or taking the Acela was a toss-up in terms of time, but I think the Acela is probably the way to go now. Also, the seats are more comfortable, and you can use your cell phone and lap top throughout the trip.
