From Platts.

Vienna (Platts)--13Nov2001

Iranian oil minister Bijan Zanganeh Tuesday linked the size of any OPEC crude output cut to the volume of contributions from independent producers.
"I believe a cut should be subject to non-OPEC contributions and we expect our friends in non-OPEC producers to help us," Zanganeh told reporters on arrival in Vienna ahead of Wednesday's OPEC meeting. Asked whether OPEC had set a minimum volume it wanted to see from non-OPEC producers, Zanganeh said: "No...but we expect them to contribute them with us seriously."

Platts understands that Iran would like to defer the implementation of any cut until the beginning of January, to give more time to gauge the level of contributions from non-OPEC countries. But sources with non-OPEC producers have also expressed concern about the level of OPEC compliance with its current output targets.
