...The solution is clear: we need to invest in training. Slowly the market has discovered that and there are steps in this direction. Steps those taken by the public school system and in the industry itself.

Go to a air-conditioning company web site and they are offering training. For the first time -in Brazil- above 90% of the kids between 7 and 14 years are seating at the school.


You have to be careful to distinguish between training and education. If potential workers are available that are expecting to earn their wages by actually producing value for his employer, then employer training makes good sense. OTOH, training in government schools will continuously produce too many and too few skilled workers of various skills, of indifferent quality, without being subjected to a market discipline. Government should be able to provide the basic education that prepares students for employer training, but again there is no market discipline as the government provides a free product without effective and timely corrective feedback.
