In any case lying to congress is illegal. One may wish to ask if it is immoral or unethical as well. I would suggest that to lie in an attempt to avoid responsibility for one's actions or to avoid prosecution is not comparable to lying to protect others from harm which was pretty much the case with Ollie North. There really is no argument for Bill Clinton in this. He screwed up, got caught and lied about it to cover his ass. I really don't care who he screwed but I believe that had he been thinking with his other head we might not have some of the problems he passed on to Bush. Like Osama bin Laden.
