I can excuse a Boston accent as far as "Cuber" etc goes.
"cattle guard" did enduce some pukular proliferation though.

But to me, "nukuler" ranks up there with "where's it at?"
Does he pronounce the word "clear" as "kuler"? How hard is it to say "new clear"? After all, nuclear considerations being what they are, and the position of the Presidency being what it purports to be (and with exhortations concerning education coming from pre-election rhetoric) I think there should be at least a minimal effort to pronounce a 7 letter word more correctly than "nukuler"
