Chipmaker Texas Instruments (TXN, news, msgs) says its third quarter will mark the bottom for chip orders. Chip investors have searched for a bottom for months.

Meanwhile, memory maker Micron (MU, news, msgs) is upgraded, giving its stock a boost. And investors are looking to IBM's (IBM, news, msgs) meeting with analysts on Wednesday.
