Not hardly.. One should only consider the US to be the "facilitator" for the NA, who have been fighting for years against the Taliban.

It's up to the other factions within Afghanistan if they wish to be "facilitated" as well to some participation in the future of the country.

The Pashtuns are coming to the party a bit late, not believing the Taliban would collapse before the NA and American bombing.. But now they are choosing sides with, now knowing that any delay will prejudice their participation in the post-Taliban government.
