Having unique identification that can't be forged or produced by fraud would solve a lot of problems. I don't have links but I assume that you, too, have been reading stories about foreigners being busted with multiple passports, driver's licenses, Social Security cards, etc. This is especially the case with illegal immigrants.

In my experience, illegal immigrants who commit crimes simply vamoose as soon as they are out on bail, and get new forged ID cards, and keep on doing whatever it was they were doing to begin with. So do career criminals.

Identity theft is a big problem.

Now, whether having national ID cards would solve the problem of terrorism, I can't say. Al Qaeda could start using guys who are in the US legally and have no criminal record nor past record of association with known terrorists. But I think it would put a crimp in their style.
