Blame the bosses, not the illegals. And they will tell you privately that their business would fail if they couldnt get cheap labor. I was in the apparel trade for years in NY and thats the way it was. Even with illegal labor most everything is imported now. It is impossible to hold on to some jobs. mike@retraining.com
