Not even half of those who voted. Probably more like a 5th of all citizens.

Lets see a quick google search comes up with -

ipl.org

1992 44,909,889 votes and 1996 45,628,667 votes.

Population of the United states is 285,545,901 according to census.gov .

I know that it was a bit less in 1992 and 1996 but if you round off to 45 mil. votes and 280 mil population. You get less then 1/6th of the people in the US voting for Clinton. Not all those people were citizens so 1/5th might be about right.
