A good chunk of $$ from this Republican corporate welfare would be used to close American plants and build new plants in places like China.

I am against corporate welfare, but tax cuts (unless they are narrowly specified to just help one or a very few companies) are not corporate welfare, and neither tax cuts or coporate welfare are likely to cause plants to close, they are rather more likely to cause plants to stay open. Corporate welfare it is likely to keep unprofitable and or inefficent plants open, that it would be better to close.
