My concern is that there really is going to be a shortage of capacity at 0.13 (micron) and below

What I want to know is when is demand going to pick up enough to fill up .15 and .18 mu fabs. Until it does, why would someone want to spend the billions they need to to equip a .13 fab. Staying ahead of the competition really isn't an adequate answer, since if there isn't significant demand to begin with, no money will be available to spend on upgrades.
