There is one crucial flaw in the thesis you are discussing: nobody cares. Of course, people want to track consumer preferences and such, but no one cares that much about each of us as individuals. No one will waste the resources tracking our every move, and if someone did, it would mainly sit in on a hard drive undigested. And if someone did care to do research on you, say as a criminal defendant, then there does not need to be a vast amount of centralization, just some phone calls, leg work, and faxes, some money, persistence, and time, and one can find out most everything of interest. Finally, there are things in Washington that are rightly classified and privileged. It is none of your business who is the CIA operative in the consulate in Berne, and it is none of your business to see the work product of candid discussions among the president's advisors on matters of diplomacy...........
