As I said earlier, if they want to collect information on enemies, it is only a matter of time, money, and legwork anyway. I doubt there will be a wholesale collection of data, or use of it, for the same reason that there are thousands, perhaps millions, of web sites I have not visited: because it is not worth the trouble. (I am sure that there are computer disks with party registration in every state, and that anyone with the money could obtain the records if they wanted to). As for losing the card, I don't know, I suppose that there will have to be a fast notification system at least.......
