Right off the top of my head, I'd say the start-up phase of such a data base would take 20 years.

I agree. It would take about a generation to have a quality data base and perhaps ten years before we have a data base that is useful at all. Anyone who thinks this is a short time fix hasn't given it any thought at all.

My assumption is that the ID would be optional and that everybody wouldn't get one, at least not right away. We'd have to phase in the uses. The first ones might be getting on a plane, learning to fly a plane, buying fertilizer, and getting into certain buildings. Check cashing, as CB mentioned, could come later. It might be possible to get a sense of security over a few functions in as little as six or seven years. That doesn't do a thing for the security of those who are flying home this Christmas.
