The analysis there puts the ratio into perspective nicely.

"It's possible that the ratio is very near the point at which it turns and moves higher. However, if we are truly in a new bull market, it might decline to levels more in accordance with where bull market sell signals occur – often in the 30-35 area, as opposed the 75-80 area where it now resides."
