The US-backed process envisages the former king, who has lived in exile since his ouster in a coup in 1973, returning to convene a national council or traditional assembly of elders. But the alliance appears to be distancing itself from the US since its march into Kabul, and has warned Washington and its allies against trying to foist a new administration on the Afghan people. It has also told the UN that a multinational peacekeeping force was not required at this early stage.
