They are still coming over the steep old smugglers' routes. Newly arrived refugees say they saw thousands on the road from Kabul this past week, some walking barefoot on the sharp stones, weeping and cursing.

"I saw a family on the way, a husband, a pregnant wife, carrying two small children and their belongings," said Tilawat Shah, 32, who arrived alone on Tuesday morning from Jalalabad. "They could carry them no longer. They kissed their children and left them in the mountains."
