What some golf courses do is bring in Border Collies, by the way, who are trained to scare geese. They chase them into the ponds and brooks every time they go to land to forage. They don't hurt them, they hold them down with their paws and scare the daylights out of them.

This way, the geese move on to another area. Your heron problem reminded me of that approach.
