The IPO did not come out until in late 1998. I watched it and have been since it came public. It was sold off IMO because it certainly was not clear if the business could make the transition from a government organization to a private "profitable" corporation. The old wait and see attitude with investors. IMO, since the spin off, the financials have looked good to the value investor.
