Law is just as strong there as it is here. Maybe you mean enforcement. I'm not sure but I'd guess it's just as good there. These claims you're hearing about wild-in-the-streets may be valid for unstable areas, but if you go to St Petersburg, for example, I think you'll find a far more safe and hospitable environment than you would find here. Don't we have Brink's guards et al here too? Your point founders on the comparison between drug dealing here and business there. Drug dealing here is illegal. Business there isn't. That isn't the flip side.
