Looking back on my experience in Russia, I think the security issues were an advantage in a strange sort of way. The people my company sent over there to do the start up were a bunch of corporate misfits like myself. None of the "important" executives who would normally be involved in a project of this nature came around because of safety concerns. As a result, there was a noticeable lack of bullshit and bureaucracy over there.

Also, being able to start from scratch was a big advantage. In my area of responsibility, it was a pleasure to select software applications without having to worry about the typical issues, things like interfaces. And I never had to explain to somebody why we were replacing their beloved legacy system that they have been using for the past 20 years.

This is the type of action that destroys the purpose of aid and it happens all to often. Those that need the aid half the time dont know where to get it and those that are shrewd take advantage of the situation.

One organization even used the program to accumulate a large portfolio of rental properties, largely by buying 339 HUD homes at a $3 million discount but never reselling them.

Now if there was such a thing as simple repossession due to fraudulent actions. The abuse of the system makes it all to clear that in most cases system just doesn't get to who it is trying to get to.

HUD would be better off to buy property, then hire applicants to build on the properties. The property in development would give the the applicants for aid income. This end result of this would be to increase the ability of applicants to purchase a house. At least the people who need assistance have a chance to benefit.
