At first I was leaning towards domestic terrorists, then foreign. Now I am maybe 75% foreign, 25% domestic. The domestic theory has several things going for it, the liberal senators targeted, the misspelling of penicillin, the simplicity and obviousness of the message, and targeting of the National Enquirer (which is not a real big item in moslem countries). OTOH, there's been reports of anthrax in Pakistan, we know the Iraqis had a bunch of the stuff, there's a connection between the Florida attack and Atta's whereabouts (I think he took plane lessons a couple of blocks away), and between the Trenton location and other known cells. Also, Atta and others were interested in crop dusters, etc.

If I had to guess I would say this is a combination of things, where certain islamic terrorists hooked up with some anthrax, through connections with Iraqi agents or even with Castro (there were reported meetings between islamic terrorists and cuban agents), and maybe they assigned that part of the terrorism to other cells who may have had connections with domestic terrorists, who actually made out the envelopes and did the US mailings. Maybe there was a master "anthrax cell" who got the stuff and parsed it to Pakistan-based cells and US-based cells, and maybe other places. Just guessing, though this is sounding more like the plot of a clancy novel.
