I spent a few minutes on google and didn't find much detail on Atta, though I did find a little. No mention of the Oslo Agreement, and "suspect" is the word used here regarding the bus bombing, though in the piece that was em'd to me, it refers to Atta's having been "captured, tried and imprisoned."

A couple of excerpts:

The hijacker was identified as Mohammed Atta, a Palestinian who was wanted by Israel for a 1986 bombing. Atta was identified as having been one of the hijackers in the commercial airlines flight that slammed into the World Trade Center.

Atta had been on a CIA-FBI-Immigration and Naturalization Service watch list since he was named as a suspect in a 1986 bus bombing in Israel. Yet he used his real name in boarding the doomed flight.
