The link you've provided refers to a proposal to EXTEND the current - and, as I said, longstanding - 90 minute reporting requirement to after hours trading. Nice try, LOL.

My comment about OTCBB and Pink sheet issues was that, during the day, those are the typical, in fact majority, of issues reported manually to ACT, thereby being the primary focus of the 90 second requirement. But, telephone trades can and sometimes do include "over-the-counter trades in listed securities," which - for your edification - constitutes the third market.
