The pres is working under the law is not in dispute. But no laws are broken if their are no laws to break. A tribunal is for lynching, if laws are not already in place. There are already laws in place and organizations to deal with crimes against humanity, why a tribunal? I've heard it said on numerous occasions that the terrorist attacks of 911 were against not just United States but against Britain, Germany, Canada.... That the terrorist were threatenning the world, so why not a world court?
