Formally yes, but didn't a couple if Intel thread
members pointed out on many occasions that the
AMD transistors are actually 0.13u? So the comparison
must be fair from that perspective ;-)

0.66 is related to 1.3V, which is slightly below the
normal mode of operation. The exact dependence on Vcc
is not known to me, but you can use Intel data to
uncover the functional dependence, and then apply it
to the AMD data point.
