I take it you weren't surprised then by the attacks? I was.

Obviously the US government didn't understand that somebody had declared war on them either. Otherwise, that most abundantly financed military and intelligence apparatus would have been a lot more effective. As evidenced by recent events in Afghanistan.

The person that directed the attacks *did* think that he would get away with it by exactly the method that you mentioned (insurrection in SA and Pakistan).

You would make a great PR man for OBL, but the evidence still points to no warning of an attack on a civilian population.

As far as Vietnam goes, I suspect that there were many individual acts of cowardice. I am not informed enough on all of the intricacies leading up to the conflict to conduct a meaningful discussion.
