I take it you weren't surprised then by the attacks? I was. Obviously the US government didn't understand that somebody had declared war on them either. Otherwise, that most abundantly financed military and intelligence apparatus would have been a lot more effective. As evidenced by recent events in Afghanistan. The person that directed the attacks did think that he would get away with it by exactly the method that you mentioned (insurrection in SA and Pakistan). You would make a great PR man for OBL, but the evidence still points to no warning of an attack on a civilian population. As far as Vietnam goes, I suspect that there were many individual acts of cowardice. I am not informed enough on all of the intricacies leading up to the conflict to conduct a meaningful discussion.
