The part that the Intel CPU does not NEED 1.3 V to sleep. Intel can achieve desired frequencies at a lower operating voltage as has been the case for every process shrink in the past. Frequencies go up, voltages go down, power consumption decreases.

I am sure if we run both processors at TTL 5V voltages their leakage would be even higher :-)
