My proposition is that it is a cowardly act in the same way that mugging an elderly lady is a cowardly act. I have a brother in a wheel chair, who goes all around Washington unmolested, although he has not only his wallet, but a cell phone, a watch, and some other valuables. It has been years since anyone bothered him. The reason? Most muggers would have too much compassion and self- respect to attack someone in his condition. A certain kind of terrorist is precisely the sort of person who might attack my brother, because it would be easy.

Reprisals are very unlikely. Terrorists are rarely caught. And no, I don't think al- Qaida expected our response. It is an article of faith with them that we are decadent; Clinton responded so ineffectually to terrorism in his terms that they grew complacent; they had the buffer of the Taliban; they expected more support from the Muslim world; and they thought Allah was on their side.
