What you describe is not the least controversial. What is tearing denominations ( eg. ELCA )apart is the demand by gay activists that people in on-going homosexual relationships be ordained as ministers and pasters.

we do not have to "set up" a system to show compassion towards "slipping". We are called to bring those out of sin, hating the very clothes of sin, and watching lest we become ensnared. We are called to forgive,(remember 70X7) that in no way calls for acceptance of sin.

All goes back to hate the sin, love the sinner. Just as the Master did/does.
