The answer is no.

Then Intel has a serious problem on it's hands that will not be easily solvable.

Also, we have not seen AMD's 0.13u leakage numbers, yet. Higher leakage is an unfortunate byproduct of designing transistors for lower operating voltage. AMD will not be able to escape this physical reality -- but it seems they will contain it better than Intel has. At least AMD will be able to limit reverse-bias junction leakage with SOI, but they will still have to contend with channel leakage. It will be interesting to see their numbers.

When I said "any given technology", I mean 0.18u vs 0.18u, for example. I understand that the transistors are designed differently. I just seemed to remember Intel having lower Vcc than AMD in the past. Perhaps that is changing.
